Humberside Police have produced advisory letters which have been translated into several languages.
These letters, which you can download at the bottom of this page, explain Humberside Police’s approach to enforcing the government’s Covid-19 legislation on social gathering and breaches thereof
As Chief Constable Lee Freeman has stated several times,their approach is via community engagement and policing by consent, using the following system which they call the four E’s;
- E – Engage
- E – Explain
- E – Encourage
- E – Enforce
Coronavirus & Communities
We understand the current situation is concerning for all of our communities and I wanted to write to you with some guidance around what we are doing as a police force during this time.
Everyone has their part to play in following the rules of the government to help us protect the NHS and save lives.
To allow this to happen the government has issued new rules to allow the police force to protect the NHS and save lives and these rules are as follows:
- Requiring people to stay at home, except for very limited purposes
- Closing non-essential shops and community spaces
- Stopping all gatherings of more than two people in public
We are built on policing by consent, active engagement with our communities and a mutual respect between the public and the police. I want to assure you that during the current crisis this has not changed. However to ensure these rules are followed we are taking the approach to engage with, explain and encourage the public to respect these laws, reinforcing why they have been established in the first place.
Unfortunately there will be instances where these rules are ignored and we, along with other relevant authorities, have the power to enforce them, including through fines and dispersing gatherings where people do not comply.
Whilst we do hope that the need to use these powers will be minimal, as your police force we do reserve the right to enforce the law and we will do so. We have been granted new powers to ensure that the NHS is protected, social distancing rules are abided by and lives are saved and as such we will fine or arrest anyone directly ignoring the rules.
